2. Scope & Applicability
- Applies to Phase 1 licensees (primary care, general practice, dental, allied health)
- Applies to Phase 2 licensees (specialist services, day surgery, diagnostic)
- Mandatory compliance for all existing and new licensees in these phases
- Conditions binding under HCSA 2020 regulatory authority
3. Key Operational Requirements
- Clinical Governance: Establish clinical governance structures and oversight
- Patient Records: Maintain comprehensive, secure health records
- Infection Control: Implement infection prevention and control protocols

5. Implementation & Compliance
