MOH issues comprehensive Licensing Conditions applicable to Phase 1 and Phase 2 licensees under HCSA 2020. These conditions govern operation of healthcare services and set baseline standards for all affected licensees.

2. Scope & Applicability

  • Applies to Phase 1 licensees (primary care, general practice, dental, allied health)
  • Applies to Phase 2 licensees (specialist services, day surgery, diagnostic)
  • Mandatory compliance for all existing and new licensees in these phases
  • Conditions binding under HCSA 2020 regulatory authority

  • Patient Records: Maintain comprehensive, secure health records

5. Implementation & Compliance
